Ancestry records – show Charles was born in Luton, and studied at the Royal Academy of Arts, where he exhibited years later. He came to Polperro with his friend, artist Herbert Edward Butler. They were each to marry local sisters Thurza & Sophia Pond. Leaving Cornwall to live in Chicago, USA, he married Thurza in 1889 in New York. Charles helped found the Chicago Society of Artists and after a very full and active life as a landscape and portrait artist, working in both watercolour and oils, he returned to Polperro in 1916.

The first vehicle in Polperro powered by an internal combustion engine using petrol was a 3 h.p. motor cycle, an ‘Armac’, made in the U.S.A., and owned by Charles Edward Boutwood of Hillside on Talland Hill; he registered it in 1907
